Can I appeal a private parking charge if I was not the driver?

The Consumer Council states that Northern Ireland does not have the same statutory keeper-liability system used for private parking in England and Wales. Its keeper appeal template specifically asks the operator to provide evidence that the registered keeper was the driver.

Keep the wording factual. You do not need to invent a story or name someone incorrectly. If you have genuine evidence showing you were elsewhere, that may strengthen the position, but the central issue is whether the operator can establish liability against the person it is pursuing.

The operator may reject the first appeal and ask for driver details. If the case later reaches court, a judge may examine who was driving. Never make a false statement in an appeal or court response.
