ANPR systems often record entry and exit at the boundary rather than the moment a vehicle actually parks or leaves its bay. Heavy traffic can therefore make the camera-recorded stay longer than the driver's controllable parking period.

If possible, provide evidence of congestion, such as dashcam footage, photographs, event finishing times or contemporaneous messages. Ask the operator to review CCTV or traffic data if it controls the site.

The important distinction is between deliberately overstaying and being unable to exit because traffic was stationary. Explain the timing accurately and avoid exaggeration. If the operator rejects the appeal, use any independent appeal route stated in the rejection letter within the required deadline.

In Northern Ireland, private parking disputes are civil matters and the Consumer Council distinguishes driver liability from registered-keeper status. Always separate a private Parking Charge Notice from an official Penalty Charge Notice because the appeal and enforcement routes are different.
