Can I challenge a parking PCN if my Blue Badge fell off the dashboard?

Include a copy of the valid Blue Badge and explain how it became obscured or displaced. If you have photographs taken shortly after returning to the vehicle, include them.

Blue Badge concessions have display conditions, so possession of a badge does not automatically invalidate every PCN. The authority can consider whether the vehicle was otherwise entitled to the concession and whether discretion is appropriate.

If the challenge is refused, read the reasons carefully. You may later have the formal Notice to Owner representation process, but each stage should use clear evidence and the actual parking restriction involved.
