Is the registered keeper liable for a private parking charge in Northern Ireland?

If a private operator writes to the registered keeper, that does not by itself prove the keeper was driving. The Consumer Council provides a specific Northern Ireland appeal template for keepers who were not the driver, asking the operator to provide evidence identifying the driver.

The operator may still continue correspondence and may ask for the driver's details. It can also bring a Small Claims Court case. If that happens, the court can consider evidence about who was driving, so a keeper should not make a false statement or invent another driver.

Keep documents showing why you say you were not the driver, if any exist. The important distinction is that 'keeper not automatically liable' is not the same as 'the charge can never be enforced'. The driver can still be pursued where the operator can establish its claim.
