What is the difference between a Parking Charge Notice and a Penalty Charge Notice in Northern Ireland?

Private Parking Charge Notices are commonly issued in supermarkets, retail parks and other privately managed sites for alleged breaches of displayed parking terms. The Consumer Council provides Northern Ireland advice on those charges.

A Penalty Charge Notice issued under public parking enforcement is handled through the formal Northern Ireland statutory process described on nidirect.
