Can I appeal a Northern Ireland parking PCN to an independent adjudicator?

The adjudicator is independent of DfI and considers material provided by both sides. You can ask for a personal hearing or have the matter decided on the written evidence, according to the information supplied with the appeal.

Use the appeal to address the legal and factual issues: the signs, markings, contravention, exemptions, payment records and evidence. Organise photographs and correspondence chronologically so the decision-maker can follow the case.

If the adjudicator upholds the PCN, nidirect says it must be paid within 28 days of the decision. Continuing to ignore it can lead to a Charge Certificate and a higher amount.

Official parking PCNs follow a statutory Northern Ireland process. The safest approach is to use each stage on time—challenge, Notice to Owner, formal representation and, if necessary, independent adjudication—rather than relying on private-parking advice.
