Is street parking in central Belfast generally charged on a Sunday?

Nidirect explains that on-street controlled-zone parking charges normally apply Monday to Saturday, with Sundays non-charging.

That does not turn every Sunday parking restriction into a free-for-all: double yellow lines, loading bans, clearways and locally signed restrictions can still be enforceable. Off-street car parks may have different opening times and charges. If you plan a Sunday visit, read the sign beside the exact street bay and do not assume that a privately operated multistorey follows DfI’s on-street rule.
