What happens after my parking PCN challenge is rejected in Northern Ireland?

The Notice to Owner is an important statutory stage. It is sent to the registered keeper and explains the formal grounds on which a representation can be made.

If the representation succeeds, the PCN is cancelled. If it is rejected, you receive a Notice of Rejection with information about appealing to an independent adjudicator.

Do not jump straight to an adjudicator before the required stages have happened. The independent appeal becomes available after the representation has been formally refused. Keep the PCN, Notice to Owner, your representation and all photographs together.

Official parking PCNs follow a statutory Northern Ireland process. The safest approach is to use each stage on time—challenge, Notice to Owner, formal representation and, if necessary, independent adjudication—rather than relying on private-parking advice.
