Already learning to drive in Northern Ireland? The 31 March 2027 GDL deadline could change which rules you get
Learners with a provisional entitlement that began before 1 October 2026 get a six-month transition. Passing before or after the cut-off can mean a completely different R-plate and speed-limit regime.
If you already hold a Northern Ireland provisional licence when Graduated Driver Licensing starts on 1 October 2026, you do not automatically switch to the new system that morning.
The Department for Infrastructure has created a six-month transition for people whose relevant provisional entitlement began before 1 October. Those learners can continue under the existing training arrangements and take the current practical driving test up to and including 31 March 2027.
Why the 31 March deadline matters so much
Passing the existing practical test before the transition ends means the learner remains under the current post-test rules: the existing amber R plate for one year and the 45mph restriction.
If the learner has not passed by the end of 31 March, the position changes. From 1 April 2027, they must satisfy the GDL Programme of Training and Logbook requirements before they can book the practical test, and the new GDL post-test system applies after they pass.
The date your provisional entitlement began is the key
Do not confuse the date you first booked a lesson with the date your Category B provisional entitlement commenced. DfI's transition is based on the entitlement date.
Someone who obtains the entitlement on 30 September 2026 is an existing learner for transition purposes. Someone whose entitlement begins on 1 October enters GDL from the outset.
Can an existing learner choose GDL early?
The official guidance describes the transition as allowing existing learners to continue under the current arrangements until the deadline. The legal route that applies is determined by the commencement and transition provisions rather than by simply choosing whichever post-test rule looks more attractive.
That matters because some learners may prefer the new system's removal of the 45mph restriction, while others may prefer to avoid the additional GDL training/logbook requirements. The scheme is not designed as a menu of individual rules.
What if you pass in February or March 2027?
If you are a pre-1-October learner and pass the existing practical test during the transition, DfI has stated that you remain under the current one-year amber R plate and 45mph restriction. Passing close to 31 March does not convert that old-system pass into the new two-year GDL R-plate arrangement.
What if you fail a test just before the deadline?
The risk is that there may not be enough time to secure, prepare for and pass another old-style test before the transition closes. From 1 April 2027, remaining learners must comply with GDL requirements before booking the new practical test.
That does not mean a failed March test cancels everything the learner has already learned. It does mean the administrative and training requirements change, so learners close to the deadline should understand the GDL Programme of Training before assuming they can simply rebook under the old system.
Does the six-month minimum learning period restart?
The official guidance says pre-existing learners who move into GDL after the transition will be required to complete the Programme of Training and Logbook before booking. Because they already held the provisional entitlement for more than six months by April 2027, the practical issue is normally completion of the GDL requirements rather than starting another six-month calendar from zero.
Where an individual case is unusual, the learner should confirm eligibility with DVA rather than relying on a general article.
What existing learners should do before October
- Check the start date of your Category B provisional entitlement.
- Decide whether you realistically have time to prepare for the current test by 31 March 2027.
- Do not rush to test simply to beat a deadline if you are not safe and ready.
- Read the GDL Programme of Training now so the April rules are not a surprise if you need them.
- Remember that an old-system pass during the transition keeps the old 45mph restriction for one year.
The transition creates a temporary period when two learners of similar age can end up under different rules. The deciding factors are when the provisional entitlement began and which practical test route is successfully completed.
