How to Challenge a Parking PCN in Northern Ireland

If you believe a parking PCN should not have been issued, Northern Ireland has a staged challenge, representation and independent appeal process.

Initial challenge

You can challenge the PCN online or in writing.

Nidirect provides an online PCN challenge service. You can also challenge by writing to the Parking Enforcement Processing Unit.

PCN details and available photographs can also be reviewed through the official service.

14-day period

An early challenge protects the discount while it is considered.

If a challenge is received within 14 days, nidirect states that the discount period will not expire while that challenge is considered.

If the challenge is rejected, the reply gives a new discount deadline.

Notice to Owner

The registered keeper can make a formal representation.

If an initial challenge is refused and the keeper wants to continue contesting the PCN, the next formal stage normally follows the issue of a Notice to Owner.

Independent appeal

A rejected representation can progress to an adjudicator.

If the formal representation is refused, the registered keeper receives information about appealing to an independent adjudicator.

You must normally have received a Notice of Rejection before reaching this stage.
